The L.E. Phillips Career Development Center's first official meeting was on July 1, 1959. On that day the organization was incorporated under provisions of Chapter 181 of the Wisconsin Statutes. The corporation of "The Shelter for Handicapped, Inc." was formed without stock and not for profit. The Center was one of the first rehabilitation facilities for individuals in the State of Wisconsin. On January 27, 1970 the name was changed to "Career Development Center, Inc." and in January 1977 the name was changed again to become the "L.E. Phillips Career Development Center, Inc."

Our articles of incorporation state the purpose for which we organized was: "To establish maintain, manage and support, through public and individual effort and appeal, a place for the employment of persons who are disabled or disadvantaged, and to provide a means where by such persons can enter into a gainful occupation." The people who are participating in the work areas are as diverse as the products provided. Individuals referred to the Center come from all over the state, from as far south as Milwaukee and north to Rice Lake, and from around the world. In addition to the vocational opportunities, the Career Development Center also has a Corporate Guardianship program. We have been approved for 125 wards throughout the State of Wisconsin, and currently have 92 wards appointed by the court.

Today, the L.E. Phillips Career Development Center serves over one thousand individuals on a yearly basis, while maintaining the original purpose for which the Center was originated. The L.E. Phillips Career Development Center also works in collaboration with many other agencies in the Eau Claire area such as but not limited to the Eau Claire School District, Chippewa Valley Technical College and Literacy Volunteers of America. It is the intention of the Center to move and grow and remain flexible to meet the needs of workers in the Chippewa Valley.

Departments:

Absorbent Products Test Laboratory
APTL is an independent Third-Party Testing Laboratory that provides thorough product evaluations at affordable pricing and prompt turnaround. APTL uses Test Methods that are compliant with National Association for Continence and Domestic State Standards (i.e. Medi-Cal, etc.).

Big Donkey Pizza
In June 2014, the L.E. Phillips Career Development Center expanded services by acquiring Big Donkey Pizza. CDC employees work hard to provide you with locally produced, high quality frozen pizzas! This venture allows CDC another opportunity to teach employees new skills such as food preparation, consistency and quality control that are transferable to employment outside of CDC, as well as their personal lives.

Catering
Our Catering Department provides breakfast and lunch for our clients every day. We are proud that our clients are able to receive healthy options, as well as options that fulfill their dietary needs. The Catering Department also provides catering services for the local community. If you have an upcoming event, meeting, etc., please call us.

Custodial
The Custodial Department offers services such as commercial cleaning, lawn care, and snow removal. We currently provide service with schedules ranging from one to five days per week. In negotiating your individual plan, we will pinpoint your specific needs and provide you with efficient and timely service.

Moke’s Pizzeria Style Pizza

Packaging Solutions
From start to finish, we offer product packaging solutions to collate, bag, seal and shrink wrap your product packaging. The L.E. Phillips Career Development Center is designed to coordinate our contract packaging solutions with our shipping department to assemble and ship product packaging for your business.

Printing and Embroidering
Our print shop can service all of your printing and design needs. Our graphic designers can assist you in the creation of promotional displays and marketing brochures for products and services along with any other corporate publications.

Shipping and Receiving
Our warehousing and shipping services will coordinate on-time drop shipping and freight forwarding to fit your company’s needs. We’re less than 100 miles from Minneapolis & St. Paul, MN, with five truck dock doors, and a close proximity to major retailers including Menards, Wal-Mart, Walgreen’s, Sam’s Club, K-Mart, Kohl’s Department Stores, Scheels All-Sports and more.

Upholstery and Sewing
Turn old into new! The L.E. Phillips Career Development Center offers experienced furniture upholstery services for residential and commercial customers. We provide a large selection of fabrics. Our pickup and delivery service will aid in meeting your deadlines.

Woodworking
The L.E. Phillips Career Development Center’s state of the art custom woodworking shop will meet your production needs. Our CNC panel saws aid in the efficiency and accuracy of completing your project. Our goal is to bring cost effectiveness and increased quality to you.
