What is a Downtown Outdoor Refreshment Area?

A Downtown Outdoor Refreshment Area (DORA) is a special district where you can purchase an alcoholic beverage from a participating business and enjoy it outdoors within the designated boundaries. Here in Altoona, we're all about having a good time, responsibly. Enjoy your drink, explore the area, and help keep our community safe and welcoming for everyone.

Rules & Regulations:

  • No carry-ins allowed. All alcoholic beverages must be purchased from participating DORA businesses. No outside alcohol is allowed.
  • Must be 21+ to purchase and consume alcohol.
  • DORA operates daily from 11 AM - 11 PM unless otherwise designated for special events or by the Police Chief.
  • Alcohol is only allowed on sidewalks, crosswalks, and public areas not open to traffic within the marked DORA boundaries.
  • Alcohol purchased at one licensed premise may not be carried into another licensed premise (bar to bar) or back into a licensed premise once the patron exits a premises (bar to DORA and back).
